Abstract : In an unsuccessful media campaign, involving radio, television, newspapers, etc. the kingdom's water and sewage agencies, also encouraging columnists and officials at mosques directly, appealed to the public for water conservation. Investigating the failure of conservation programs, the researcher estimated, on a per capita (residential) basis, the amount of water available (supply), as compared to the amount of water used (demand). The difference was found to be very significant, particularly in view of the existing fixtures and appliances as well as the plumbing (causing leakage) used in the water system. To achieve the proposed goals of water conservation, the researcher studied the water distribution system from the source (desalination plant) to the consumer's tap, thereby identifying factors contributing to wasteful water use. Two conservation programs, one short-term and one long-term, are recommended. The first one is concerned with modifications of the existing system (e.g. improvement by reducing leakage), while the second one calls for a revised strategy in the management of water demand (involving design, execution, operation, and maintenance) and in the pursuit of new water supply sources. Design modification would include minutiae from drawing board to maintenance aspects.
