Abstract : Studies of rural development and of food Systems are becoming more important than ever in developing countries and here in Saudi Arabia. There are many agricultural regions in Saudi Arabia, and Al-Qassim is the most important one which provides the main part of agricultural production. Information is needed at all levels in order to evaluate the present state and to identify the conditions of change likely to lead to development in the production as well as the marketing systems. The approach taken in this study is a broad organizational one. In retrospect, it seems that in rural and agricultural development the emphasis has been on production and technology, but the third pillar of development, organization. is equally important. The main aim of this study is to point out problems and constraints of development in the agricultural production and marketing systems at Al-Qassim region, in order to suggest creative recommendations as possible to serve as an important base for decisionmaking in this area, which represents a strategic line of planning and development in Saudi Arabia.
